I have noticed a number of racers using tweakers with symetrical chutes. What is the best setting for the tweakers? How far back of the mast for the block on the rail and how hard should the
tweaker be pulling down on the guy?

Good question!

I would position the tweakers about 1-2 feet behind the mast. The exact location is not super critical because the block can be adjusted to almost any height. On the J/24 we like to have the tweakers located pretty far forward because this makes the need for a foreguy on the pole less critical especially when jibing. Having a high angle for the spinnaker guy right after a jibe (when the tweaker is all the way down) means that the pole will have less of a tendency to "sky".

The tweakers are used basically to keep the spinnaker pole tight up against the spinnaker when running. We almost never put tension on the leeward tweaker except when running in heavy wind. Then we put a little on to help stabilze the spinnaker and keep it from rolling to windward.
